Password Policy

I have recently taken over administration of a 2000 server and need to
create a new FTP user. However all the passwords I try to create are not
allowed with a message " The password does not meet the password policy
requirements. Check the minimum length , password complexity and password
requirements"

How do I check the policy and change it to my requirements?

How do I check the policy and change it to my requirements?

Further investigation has determined that I am being bound by the domains
password complexity, is it possible to disable that and use my own local
policy?
