change from client rule to server rule

My Outlook mail rules are filtering as client only. I cannot figure out how
to change this to server?

Whether a rule is client- or server-based depends on the conditions and actions defined for the rule. You would have to change the rule to remove any client-side conditions or actions. See http://www.slipstick.com/rules/serverbased.htm
