change email font-size in outlook 2000

how can i change font-size to 11 when composing a new message with html
format, it just can change to 8,10,12,14...

it's easy to change in outlook 2003, but no outlook 2000

Simply type 11 in the box. Note that not all fonts support that size so
there might be some resizing going on making the font less clear. Usually
the listed sizes are recommended sizes to be used with that font.

but it seems useless to my case which the font used arial.

Why would it be useless then?
You can try switching Outlook editor. I believe using Word as the mail
editor shows more sizes.
