change display picture

I recently found out that i am unable to change my back ground picture. I
can't scroll down and choose one that was on my computer when i bought it or
browse to get any of mine. Also I can't center or stretch the picture. When
I move the task the task bar at the bottom to the screen to the sides or the
top I can see it a little. The only time I can actually see the background
picture is when I shut down my computer and it's for a few seconds.
