display properties

can anyone tell me why windows has locked me out of making changes to the
desktop options

when I go to the display properties box, I can not make any selections,
although 3 selections are shown

I can not browse for a new picture, I can not change the picture on my desk
(which i can not change throught the dispaly box) from tiled to streach or
center

The only way I can change the picture is to go to my pictures or wallpaper
folders and select a picture there and set it as the backdrop

Any Ideas as to how I can fix this would be greatly appreciated

Restore Desktop Display Properties:-
