cdrom makes windows FREEZE

When I try to look through some of my cdroms that have some scratches,
explorer and windows feezes,
and I have to restart my computer.
I have selected to run explorer windows in other process, but that does not
help much.
Is there a way to read my disks?

You can try reading the damaged disks in a different drive, and also
carefully cleaning them. Clean cd's by wiping in a radiating motion,
from the inside out as opposed to around in a circle. If the disks are
extremely important, you might try one of those cd disk cleaning kits
(not the drive cleaning kit) although since I've never used one I can't
comment on how well they work. If that all fails, then the answer is
"no", just throw the scratched cd's away and buy some cd sleeves or
cases for the next time.

Not much you can do if your CD Rom drive hangs on a scratch. You
might want to take a look at repairing the scratches if you can.
There are compounds that can remove or fill in the scratches so you
can play the CDs or make a copy of them.
