You're right, you can't. MS says:

This behavior occurs because of a limitation in the CD recording program
that is included with Windows XP. In order for Quicken to write a back
up file directly to the CD-R or CD-RW, the compact disc must first be
formatted and support packet writing. The Windows XP CD recording
program does not support packet writing and does not contain a feature
to format a recordable CD.

You will probably need to back up to your hard drive and then use Explorer
to copy that to your CD. With Windows XP the easiest way is to get a USB
flash memory device (16 MB would be plenty) for less than $10.

The short answer is that the inbuilt burning is not a method that can
support use as output medium for a program, You would need one of the
third party Packet wri=ting (UDF) packages such as InCD or Direct CD, as
probably used in earlier systems you had
