CD-RW / DVD problem

Any ideas on how I can fix the following error?

Windows cannot start this hardware device because its
configuration information (in the registry) is incomplete
or damaged. (Code 19)

To tidy up, get a registry patch file, cdgone.reg, from
www.aumha.org/downloads/cdgone.zip, extract it, r-click on it and merge
it into the registry

You will then need to reinstall any burning software that you use.

Would you please help me, I buy a new program it call DVD pictrure show, and anytime any install the program, all my DVD's driver disappear and I have same error message displace: Windows cannot start this hardware device because its
configuration information (in the registry) is incomplete or damaged. (Code 19).

I DL Windows cdgone.zip and open it. But sorry to say that I don't know how to pass to Regitry. (Since I don't know very much about computer), so would you please help me how to do it. (I just afraid I may mess-up my computer).

And can you tell me why only this program cause me so much problem? Any help from anyone of you really appreciate.
