CD RW and DVD drives are no longer recognized

Hi guys,
I recently uninstalled an audio processing program
called "Spectral Delay" that was causing some problems and
after re-booting, my hard drive no longer recognizes my CD
RW and DVD drives. In other words, when I double click
on "My Computer", only the "C" and D" drives are showing.
But even so, when I go into Control Panel/System/Device
Manager/Hardware Devices, both the CD RW and The DVD
drives are listed and showing that they're not working
because Windows could not install the proper drivers. I've
encountered similar problems in the past but when I've
attempted to go to the Properties of each drive and
install the drivers from the manufacturer's discs, I end
up with a pop up screen that says "The disc contains no
information about the product". I should also say that
when attempting to install the drivers this way, the
selection for a CD ROM drive is not open or accessible.
After numerous attempts to install or update the
drivers with no success, I decided to simply re-install
Windows 2000 (not a full clean installation) hoping that
whatever was corrupted would be corrected in the process
and my ROM drives would be recognized again. However,
Windows will not let me do a re-install because it can't
even recognize that the Windows 2000 Professional CD is
even in the drive! So, as you can see, this has been an
annoying catch 22 situation for me. Any help, solutions or
suggestions will be greatly appreciated.
Here are the specs to my self built PC:
OS: Windows 2000 Professional
CPU: Pentium 4 1.6 ghz
Mother Board: MSI 845 Ultra w/Intel 845D chipset
HD: Maxtor 60gb
RAM: 256 mb
ROM Drives: Sony CD-RW 52X & LiteOn DVD ROM LTD163
Video AGP: ATI AllInWonder Radeon
Firewall: Zone Alarm Pro

This system has been running fine with only a few
minor problems in the past. I am current with all of my
Windows and driver updates. My AVG antivirus updates are
also current and it has revealed no viruses on this system.
Will someone please help me resolve this problem ASAP?

Well I'd try this. Boot your machine. Go into Device Manager select those
CD-ROM and DVD drives you say appear there. Right-click and uninstall them.
Then put media in both; Windows 2000 CD-ROM where it belongs.. Then scan
for hardware changes. Then immediately after that finishes reboot with the
media still in the drives. Obviously you'll know if you still have problems
if your BIOS is set to boot from CD-ROM before harddrive and it don't do
that. You might want to try to reset CMOS.

If the Device Manager message for the CD-ROM devices connected to your system is:
"The device is not working properly because Windows cannot load the drivers required
for this device (Code 31)", then perhaps this is the infamous UpperFilters and
LowerFilters problem. You may want to try the Method One Resolution given in the
following Microsoft Knowledge Base Article about removing the UpperFilters or
LowerFilters registry values. And, of course, if you backup the registry key before
deleting the values you could easily restore it if this does not resolve the issue.
