Does it show up in the BIOS?

If not, the drive:

is either dead
or
the power supply or ribbon cable is not connected correctly

Try this:
http://www.dougknox.com/xp/scripts_desc/xp_cd_dvd_fix.htm
When open, go to Restore CD/DVD Drives to Explorer.
Download and install it. It worked for me. Let me know if
this took care of it.
