CD/DVD Drives Not Useable If System Started With them Empty

Windows 2000 SP2

Windows 2000 seems to be having a problem with my CD and DVD burners.

If I boot the system the drives empty I cannot use them after logging in. That is, if I put a CD in
one of the drives and then click on the drive in Explorer it says to put a CD in the device.

However, if I then start Nero and ask it to read a track from the CD drive it works fine. But
Explorer still cannot see the CD.

If I boot with a CD in the CD drive and a DVD in the DVD drive and then log in Windows 2000 can see
the contents of the CD and DVD. I can replace them with another CD or DVD and Windows 2000 sees
them.

How can I get Windows 2000 to be able to use the CD and DVD drives without having a CD and DVD in
them during booting?

It says they are operating normally.

I have found that it is not necessary to have the CD/DVD in the drives while booting -- only while
logging on. If I logon with the drives empty Explorer will not see anything inserted into them. If
I then logout and logon with the drives loaded Explorer will see whatever is in them and will also
see any other media inserted during that logon session.
