Caught in loop

Upgraded to XP from 98 a month ago. A few times the computer booted from cd and worked. Today it is in a loop trying to reinstall xp but fails with 14 minutes left saying an error: cannot load system\QTW16.CPL Error 3
Could not register the OLE Control C:\Program Files\Common Files\system\oleDB\oledb32.dl
Dll registyer Server returned error 376526934
The D:\I386\NT51NF.CAT The error code is
The signature for Windows xP Home Edition Setup is invalid

This was an upgrade cd and I don't know what to do. I tried booting from the cd by changing the bios. It is stuck in a loop.
