Can't update Program Files folder - XP Home SP2

My wife and I both have administrator accounts on our home computer running
XP Home SP2. My account works ok. Her account will not let her or any
application she is running modify anything in the Program Files folder. Can
anyone help resolve this problem. Is there anything in the registry we can
change to fix her account. I have tried to create a new administrator account
and it has the same problem.

Additional information: Error message is "c:\Program files is not accessible.
Access denied." Again, my administrator user account works fine. My wife's
administrator account or any other account I create gets the above error
message when trying to access the c:\Program files folder. Can anyone
help????
