Can't update index page

I'm running FrontPage 98, and when I publish, the index
(home)page will not update. It does this when I publish
changed pages only, and when I publish the entire web,
overwriting previous content.

On the uploading status box, I see the files and pictures
going in, but when I click on the site, nothing has
changed. Other pages in the site update fine.

Open the live site and delete the home page, then re-publish.

Open the live site and check the file extension for index.htm and see if it's been changed to
index.html
If so close live, open local, rename index.htm to index.html and then publish.
