Cant switch between users on xp

Wont let me switch between users in xp without first logging off from initial
user.
Error message is:
Application failed to initialize properly (0xc0000142). Click on OK to
terminate the application.
Keep clicking ok to terminate but nothing happens except system crash.

Have you tried turning on/off the ability to use Fast User Switching in Control panel/User Accounts?
