Can't Shut down Windows xp

I just did my first RAID-0 and did a fresh install of Windows XP Home. When I try to shut down, it won't completely shut down my computer. It takes me to a screen that says, "it is safe to shut your computer down". I remember this when I took Windows 2000 in College, but can't for the life of me remember where I saw this setting.

Asus A7N8X-E Deluxe
AMDxp 3200+
2x512 Kingston DDR 3200 Ram
TI4200 NVidia Video Card
2x SeaGate Barracuda 80gb HD's
Thermaltake Xaser III Case
