Windows XP Pro 2 will not shut down

Intermittently, I cannot get my computer to shut down. I use the MS key and hit the 'u' twice to shut down. It hangs there. Control/Alt/Delete has never worked except once, last night, but when the window came up to indicate what was still running, I couldnot see it once my screen reader is shut down. It didn't appear to have anything in it.

I have to eventually manually shut down at the surge protector because even holding in the CPU button will only shut down about 50% of the time.

Everything else seems to be cleared up, including the dad-blasted "revving" sound in my CPU (which is only 9 months old).

Truthfully, that's far too much information for a non-technical user.
Any other ideas??

I think that perhaps ZoomText is hanging it up, but I have no way to
find out how to stop that.
