can't set value for internet temp file

i can't set a value for how much disk space temp internet
files may use. every number i put in comes up with a box
saying "please select a value between 1 and 0 for how much
disk space temporary internet files may use". i can move
the slider, but no numbers come up.
could this be a reason for now being able to download any
files of any kind???
