Can't set Outlook as the default

I can't make Outlook my default mail program. Every time I click on an email
address, Outlook Express pops up. I've checked Internet Options-programs, and
that shows Outlook as the e-mail program; I've also checked tools-options in
Outlook, and the "Make Outlook the default..." is checked. I've gone through
Add/Remove Windows components and unchecked Outlook Express. I don't know
what else to look for. Suggestions?

By the way, I'm using Windows XP and Outlook 2003.
