Can't set home page

It seems I can no longer set the home page. Well I can set it but it
forgets a few minutes later. I have tried via regedit and the tools
options. It use to work, like yesterday. The page is always set to
"about:blank".

I have Panda antivirus installed and it has the no ad-ware feature and says
I am clean on both accounts.

I installed spybot and it says I am clean except for some cookies.

I have deleted the history, cookies, and reset the defaults in IE.

My search page and tool bars and what not are still all set to the default
(basically MS) and don't change.

If my PC is hijacked it doing a really dumb job of it.

I have WinXP Pro with all patches installed and windows update shows '0' in
all the columns.

As rule I never install shareware.

Any other suggestions?

You could try this:

Download/run HijackThis from:
http://www.merijn.org/
Be very careful with this program though. Do not remove anything that is
referenced by it until you get advice on what to remove as it will list some
good items as well as bad ones.
See http://mjc1.com/mirror/hjt/#quick and read the quick start on how to
create a log file that can be sent to a forum that can provide assistance on
removal of unwanted problems.
Post the logs to an appropriate NG here where they specialize in
spyware/hijacker removal:
http://forums.spywareinfo.com/

There are many Forums that offer Free "Hijack This" log review.
