Can't set active partition using DOS or Recovery Console

I won't get into the details about how my computer got this way, but it does
not recognize the windows install drive as the active partition. I can't
access XP at all and I can't seem to change the active partition using the
recovery console or the XP Boot Disk. What do I do?
