I just recently updated my Norton internet security from 2008 to 2009. I now
can only receive but not send emails. The error message is as follows:

The connection to the server has failed. Subject 'Fw: Travel Document -
Kansas City 12/12/08', Account: 'Email', Server: 'smtp-server.kc.rr.com',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10061, Error Number:
0x800CCC0E

My settings for Norton 09 are set to default. I have tried to remove and
add my email account in windows email to the settings from my roadrunner
account just as they were before but still I only receive email. Please
help. Thanks.

When you got that error, where you sending from your home?
Be sure to adjust the settings in Norton so that it has no involvement
with email.

No. I am out of town in an apt using another modem, but the internet
functions normally.

That explains it. What you experienced is normal. As a general rule,
the owner of the SMTP server must be the same as the one providing
your Internet connection at that moment. For more on this see
http://www.postcastserver.com/help/Port_25_Blocking.aspx

The available workarounds when sending away from home are as follows:

1. Use webmail for sending (via your browser).
2. Ask your home ISP if they have a port other than '25' for SMTP. I don't think
RoadRunner does. Cable companies don't accommodate travelers.
3. If you use the same away-from-home connection frequently, substitute the SMTP
server belonging to that connection. This is a bit tricky, but if you want to go that route,
I can provide more details.
4. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, and use it for your sending chores.
Gmail uses port 465 for SMTP, which is not blocked like port 25 is.
