can't send emails

Suddenly, for no apparent reason, (I have not changed any settings or
anything) I cannot reply to or send emails, no matter who they are going to.
I get this error message and it just sits in my outbox.
An unknown error has occurred. Subject 'Re: ', Account: 'mail.charter.net',
Server: 'mail.charter.net', Protocol: SMTP, Server Response: '550 Message
identified as SPAM - Please visit http://www.charter.com/postmaster', Port:
25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC69
My internet provider says it's not a problem on their end. HELP!

Do you get the same error if you send a message with a subject?

Did you visit the link contained within the error?

Can you delete the message?

Messages may be stuck in the Outbox when you use Windows Mail on a computer
that is running Windows Vista
