Cant send email but can recieve

A few weeks ago I couldnt send emails and get this message
Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Subject 'Are you working', Account: 'windows mail', Server:
'smtp.charter.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number:
0x800CCC0F
I can still recieve but cant send.

Were you still using charter.net as your internet provider while getting
this
message? If you're using a wireless connection, your computer is likely
to occasionally use your neighbor's wireless server instead of yours, and
therefore your neighbor's internet provider. Connections to port 25
that cross over from one internet provider's equipment to another's are
often blocked to cause trouble for spammers. Unfortunately, cable
companies are unlikely to let you switch to using some other port instead,
in order to avoid this problem.

A number of problems in Windows Mail are due to interference from
antivirus programs, and such problems are often slow to show up. What
if any antivirus programs do you have, and have you ever had a Norton
or McAfee antivirus program on that computer, even one of the trial
versions that often come already installed on new computers?

Trend Micro is one of the top three troublemakers for Windows Mail.
I suggest that, as a test, you uninstall it just to see if that clears the
problem. If so, we can recommend a more compatible free antivirus.

Another solution is to upgrade to Windows Live Mail because it is
less prone to suffering bad effects from overly aggressive antivirus
programs.
In any case, your antivirus must be configured not to scan emails.

A recent version of the Trend antivirus program (details not
available) causes problems in Windows Mail. Just disabling
it seldom helps; you usually have to uninstall it instead.

You then sometimes need to remove your email account under
Windows Mail, then restart Windows Mail and add the
account again.

Although it's labelled as for mail stuck in the Outbox, it also works in
other folders.

If this cures your problem, you may want a replacement antivirus
program that doesn't cause such problems in Windows Mail. Most
versions of the Norton and McAfee antivirus programs are bad
choices; they seem to cause problems in Windows Mail even more
often. I recommend either avast! or AVG, either one with a custom
install where you tell it to leave out the parts that scan email.

I tried shutting off my antivirus program and I still have the same problem.
I didnt uninstall it though. I contacted trend and that is what they had me
do and said it must not be their program.

The three companies offering the most troublesome antivirus programs
(Symantec/Norton, McAfee, and Trend) don't seem to be able to
admit that their programs cause problems in Windows Mail, so
take what they said with a big grain of salt.

"Shutting off" the antivirus is seldom sufficient to remove all the
interferences. The only way you can prove or disprove whether
it is the culprit is to uninstall. You can always reinstall if there is
no improvement.
