can't send e-mail from Outlook 2002

I just got Outlook 2002. (It came with a PDA.)
I am not at all familiar with it.

I set it up, - importing e-mails etc from Outlook Express.

The first surprise was no newgroups.

But I found them, via View > Go To > News,
which brought up Outlook Express, with the newsgroups.

The second serprise was that OE, when brought up
this way, doesn't do e-mail

However, making a link to
Program Files/Outlook Express/msimn.exe
gave me back OE, exactly as it was before.

In particular I can send and receive e-mail via OE this way.

HOWEVER; e-mail doesn't work in Outlook.

The accounts in O and OE are exactly the same.
(POP3, ports, etc etc, are the same.
Although I had to reenter the passwords manually,
--everything else was imported correctly during
the set-up.)

"Test Account Settings.." seems to work.

That is, something is sent (evidently to MS),
and then something is sent back, and received.

What's received is an e-mail saying:
"This is an e-mail message sent automatically
by Microsoft Outlook's Account Manager
while testing the settings for your POP3 account."

It is disturbing in having this header:
X-Comment: Sending client does not conform to RFC822 minimum requirements

but I can live with that. (although i would like to understand it.)

What I can't live with is not being able to send e-mail!!!

The error message is:
! Task '--' - Sending and Receiving' reported error (0x80042196):
'The operation timed out waiting for a response from the sending
(SMTP) server. If you continue to receive this message, contact
your sever administrator or Internet service provided (ISP).'



PLEASE HELP!!!
