can't run system restore

i upgrade my ultra66 hard drive to a seagate ultra100,i
use discwizard to copy the file from my old drive to the
new one,when i try to run system restore on my new drive i
get this message.
shell32.dll,control_rundll"c:\windows\system32
\sysdm.cpl",system"
my new drive is the boot drive now.
