can't run admin tools

For some reason lately, I have not been able to run
defrag, event viewer, computer managment, ect. I get the
error msg "Windows cannot open this file: dfrg.msc..."
blah blah blah.... anyways, basically, my windows xp pro
has *forgotten* how to run a *.msc file. Does anyone
have any suggestions on how to repair this issue?
