Can't run 16-bit windows program - insufficent memory to run this application

I get this error every time I boot this PC. I have tried copying the
config.nt and autoexec.nt from windows/repair to windows/system32 -
that didn't help.

The PC has 256MB of RAM. When I look at the system resources being
used, the memory shows as being about half full. I have SP2 installed.
I am not seeing any viruses or spyware.
