can't right to Program Menu...

i have this problem... i can't right click on Program
Menu under Start | Programs, to see their properties or
use the Sort by Name. This porblem occurs only in Program
Menu, its only happen just 5 days from now.I'm using
Windows XP Pro(SP1), I already scan my pc for viruses and
spyware or adaware to make sure is not a virus but theres
none. I have an Administrator rights, file system is
NTFS, i can't used my System Restore because i disbaled
it. i see some error in Event Viewer under System,
Source: Service Control Manager, ID code: 7023.
Description: The IPSEC Services service terminated with
the following error: The attempted operation is not
supported for the type of object referenced.

Right click the Start button itself, select Properties, Customize, and check
Enable Dragging and Dropping.
