Can't pass EULA during Install

I have a brand new hard drive and a new Windows XP Home cd. I am just
starting the install.

I get to where you have to agree to the EULA but it won't let me. I press
the F8 key but it doesn't do anything. I can scroll up and down with the
keyboard as well as disagree to the agreement.

I have never seen this happen before.
