F* Doesn't work to reinstall XP pro

I cannot get the F8 key to agree to the EULA in order to reinstall Windows
XP. I have the origiinal disks and the keyboard is working otherwise. Is
there a way to go forward with the installation without the F* key agreement?

If you have one of those keyboards with the F-lock, you need to turn F-lock
off first.

If you don't have one of those keyboards or don't know how to turn F-lock
off, attach a different plain vanilla keyboard.

You might need to press F3 key to accept and agree the EULA. On most
systems it is F3 key.

No, it isn't. And the system has nothing to do with it. The requirement to
press F8 to accept the EULA is part of XP's installation routine.
