Can't open or delete email

I have a user that received an email that can't be opened or deleted. He
gets a message that says outlook could not delete this message either there
was an error or you don't have rights. When he tries to open the email he
gets a error message that syas an internal error has occurred restart
Outlook. This is the only email that is doing
this. I have tried repairing outlook. Still no luck. Can someone tell me how
to get rid of this message?

We have exchange 2000 with outlook 2000 clients.

Open Outlook in safe mode and try delete the email again.

I exported his inbox into a PST file and was able to delete it from there,
but I can't do anything with it in his exchange mailbox even in safe mode.
Any more ideas?
