Can't open mulitple browser windows

I can't seem to open multiple browser windows on my IE
6.0...I have a new install of Windows XP after having to
replace my hard drive...I can't seem to start a second
browser, just the back browser function very well, or
close select windows within certain applications like
subscription databases without going totally our of
Explorer and having to relaunch.

Might there be some setting I can't find that needs to be
changed?

I'm having the same exact problem. It just happened
today out of the blue. Any luck with finding a fix??
