IE6 won't open multiple instances of browser

Even after unchecking "reuse window to launch shortcuts"
in the advanced option menu, IE 6 will not open a new
browser. I can't even manually get it to open another
browser window. It simply relaunches in the same one that
was already opened.

Anyone know what might be causing this?
