can not open multiple IE browsers

On my new computer running XP, that has IE 6.0.28, when I
try to open a new IE browser it resets the open browser.
How can I set IE or XP to open more than one browser?

The "reuse windows for launching shortcuts" is not
checked under Internet options advanced.

please help
