Can't open jpeg photos I copy

On my old computer, I had Windows 95 and AOL 6.0 and had no trouble copying and saving photos from the web to my AOL Download folder. Now, however, with Windows XP and AOL 9.0, when I save photos to either my AOL 9.0 Dowload folder or to My Pictures, some of the photos are viewable, but some just say "no preview available" when I click on the folder. These seem mostly to be ".ART" type files, whatever that means. Why can I save and view some photos and not others, when I had no trouble doing so with my older system?
 
Type art and aol in help while online.

Normally AOL questions should be asked of AOL. Their software in non standard.
