can't open default mail folders. An OLE Reg error occurred

I can't even get Outlook to start. It was working fine then started with

"Unable to open default mail folders. An OLE registration error occurred.
The program is correctly installed. Run setup again."

I tried:
Uninstall & then reinstall - No luck
Remove PST file. Didn't create a new one

There seems to be reports of this error all over the place. Most solutions
want you to try something in Outlook. Since I can't start it, I can't use
that. The only solution I have been able to find is someone using VSS and
rollback. Don't know what VSS is.

HELP! Please. My calendar is gone.
