Can't Log In After SP4 Upgrade

We applied the Blast patch this morning fine. After the
reboot we ran the SP4 upgrade. Now it won't let you log
in. After typing the password you get the loading
personal setting then applying personal settings then it
is saving personal settings and puts you back on the "hit
ctrl+alt+del key to log in" screen.

It does the same in safe mode...

HELP!

You must reboot the machine. SP4 changes the way the SIDs are stored.
After the reboot you'll be able to log in.

Sorry, I didn't finish reading your whole post. Since you've tried safe
mode you've undoubtedly already rebooted. Is this a DC or a member server?

It's a RAS server. The DC is fine. Another thing it's
doing is that the network connection form this server goes
away after about 15 minutes. The shutdown option is not
available when you try to log in.
