Win2kAS crashes after SP4 install

I'm having problems after installing SP4 on my Win 2000
advanced server. after rebooting after SP4 install i put
my login n password in the login screen n hit enter. after
that all i can see on my screen is blue screen. the
desktop never shows up (yeah, i waited more than half an
hour). i formatted and installed from scratch win2k
advanced server. then again i installed SP4. again the
problem was back. then i started my system in safe mode
and found the following error messages.

The following boot-start or system-start driver(s) failed
to load:
MRxSmb
NetBIOS
NetBT
RasAcd
Rdbss
sf
Tcpip

Besides this message, there were a lot of service failure
messages on system startup(event id 7001).

Why do i get this problem even after i reinstall windows
from scratch? why after SP4? it's supposed to fix the
bugs, not crash the system. anybody who's had experience
with the same problem, please help. for reference, i'm
using Intel D865 Perl motherboard. Please Help.
