CANT LOAD TWEAKUI

I get this error message when trying to execute TweakUI.
The procedure entry point getdll directoryW could not be
located in the dynamic link library kernell32.dll

located in the dynamic link library kernell32.dll

The latest TweakUI requires Windows XP SP1 or Windows Server 2003. It
won't run a prior version to those. As it says right on the download page:

"Version 2.10 requires Windows XP Service Pack 1 or Windows Server 2003."

And then it works best if you right click the downloaded
file and select install.

If you do not have SP1, the earlier version of TweakUI can be found at
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/TweakUiPowertoySetup.exe
