TweakUI won't install

When I try to install tweakui I get this error message :
"TweakUiPowertoySetup.exe - Entry point not
found" ... "The procedure entry point GetDllDirectoryW
could not be located in the dynamic library KERNEL32.dll"
How to fix this?

The most recent one I guess... but I tried an old version
and it's the same thing.

Yes I downloaded TweakUI from that exact place and I
still get that error message.

You need to be using Windows XP SP1 or higher.

Using the latest version of TweakUI on other versions of windows will yield
the error message you are seeing.

I have sp1... Or at least I think so... it's not showing
me in the Windows update screen (only the sp2) when I
look in add/remove programs i have TONS of hotfix (sp1)
stuff

FYI, straight from the person who made TweakUI (Raymond Chen)

Why does Tweak UI put up a totally incomprehensible error message ("Cannot
locate entrypoint GetDllDirectoryW in Kernel32.dll") when I try to run it on
an unsupported OS?

To make sure there is absolutely no way of running it on an unsupported OS.
From experience, I've learned that people would run Tweak UI on a toaster if
they could. If I used a simple runtime check, somebody would just override
it. So instead I made the dependency on Windows XP SP1 and Windows Server
2003 so strong that no amount of patching would get it to work, because the
block is being done by the OS program loader. Not a single byte of Tweak UI
has even run at this point, so you can NOP out anything you like, it won't
get the program to run.
