Can't Install Vista Beta 2 to 2nd Drive

I'm trying to install Vista Beta 2 to my 2nd Physical HD. When I try to
select Drive 1 to install to, I get " Windows is unable to find a system
volume that meets its criteria for installation"

My Drive 0 is a 80gb SATA and my Drive 1 is a 40gb PATA. Both Drives are
formatted NTFS and set to primary. Drive 1 is freshly reformatted and Drive 0
is running XP Pro.

Any ideas? Thanks.....

What drive is the BIOS set to boot from?
And is there an active primary partition on that drive?
