Can't get startup programs to start as Minimize

I selected Minimize in Properties in both the Startup Folder and on my Desktop and yet the programs
still startup as Maximize. How do I correct this?

Can you be more specific about what programs your are referring to?
What OS are you running and what version?
 
Sorry I just assumed you knew. My fault.
I am using OEM Windows XP MCE 2005 Edition and the programs in my startup are:
Forte Agent Version 3.3/32.846 and Windows Explorer.
