Can't get messages-"access to .pst file denied"

OL won't download or send messages-error message reads:
"Messages couldn't be retrieved from the server ....due to server or network
problems"
And:
"....the .pst file could not be accessed. Access is
denied....Error#0x80040116 "
I can't delete messages either.
Worked fine before. Running W98SE/OL2000
I CAN get messages via my ISP's HTML email account which is the mail server
being used.
Tried "detect and repair"-it reloaded but didn't fix.

Thanks for the response. I tried the truncation tool recommended in that
article but my pst file is not "big enough" for it to truncate. Any other
ideas?

Turns out it was a bad disk sector which scandisk fixed. I guess I should
have tried that first!

Don't worry I faced the similar problem. The main reason behind such outlook errors is corruption of PST file. Corruption of PST file may because of many reasons including oversize PST file and many other reasons.
You may use inbox repair tool to repair corrupted PST file. But in the case it fails to repair corrupted PST file but in the case it fails to repair corrupted PST file you may use third party application like PST recovery Software.
