Outlook.pst - Access denied

When "send/receiving" e-mail I receive the error
message "The file C:\WINDOWS\Local Settings\Application
Data\Microsoft\Outlook\oulook.pst could not be accessed.
Access is denied. (Account 'mail.XXXXXXXXX', Error
Number: 0x80040116).

The e-mails are apparently being recived by my computer as
the messages, for example, "receiving messages 2 of 2"
appears.
