Error Message:0x80040116

I am getting this message when I send/receive email. I am using Outlook
2003.My mail will not come in at all. I have done all the updates and
reinstalled and redid the email account name..everything that I know to do I
have done.. and it still wont work.. it did the same thing with Outlook 2000.
Messages are:

task"mail.clearwire.net-sending'reported error(0x80040116):'unknown error
0x80040116

task"mail.clearwire.net-receiving reported error(0x80040116):'unknown error
0x80040116

Can anyone guide me in the right direction...???

When you are trying to open outlook then you may face the error message outlook pst cannot be accessed. This is a pst file problem. you can fix this issue by using the scanpst.exe tool. but this tool has some limitations so you can also use outlook pst repair tool fix this error.
