Can't get Japanese encoding to work

I want to read Japanese web pages with Internet Explorer
and transfer stuff from my J-E dictionary to email for
Outlook Express.

I have the fonts and the IME thingie installed and they
are listed on the encoding option for Explorer, but not
Outlook for some reason. However, even if I try to change
the encoding, nothing happens and all I can see is
gibberish with Explorer. I can view kanji in my
dictionary, but if I try to cut and paste it anywhere, it
comes out as a string of gibberish.

Any tips? I have Japanese fonts installed. I have the
East Asian Languages option installed under regional
settings, but I can't change the encoding. I can access
the encoding menu and chose from 3 different Japanese
options listed, but it won't change.

How do I get this to work?
