can't get into local area connection properties

I am using win 2000 pro
when i go to "local area connection" from "control panel"
to "network and dial up connection" and i click on
properties, i get this error message,

The instruction at "0x76f3082c" refereced memory
at "0x00000000". The memory could not be "read".
Click on OK to terminate the program
Click on CANCEL to debug the program

what does this error mean? i cant even go to network
properties. After i click cancel or ok, all browers closes
down.
