Can't get ICS and Firewall to load up

For some reason, no doubt to some recent spyware i can no longer re enable my
ICS and Firewall through network properties.

I keep getting "An error occurred while internet connectioon sahring was
being enabled." "The specified service does not exist as an installed service"

And no doubt it is correct however i haven't a clue how to re-enable the
service.

Any help is appreciated
