Can't find startup folder

I need to add a program to startup. There are 3 main folders "all users"
administrator" "owner". I've looked in all 3 and don't see the correct
startup folder that is being used.
 
The startup folder is Documents and Settings\[USER NAME]\Start
Menu\Programs\Startup
